Public access to official documents and information in the Nordic countries
The legislation on public access regulates fundamental rights in a democracy. The aim of the research project is to reinforce the knowledge of rules and legal practice in the Nordic countries thereby strengthening the debate on the continued development of rules and practices that support the participation of citizens in the democratic process and public checks on the exercise of power.

The purpose of the research project is the investigation, description and comparison of the legislation on public access to official documents and information in the Nordic countries.

  • Scope of the law
  • types of documents and information irrespective of storage technology
  • right of access
  • access to information from databases
  • documents related to public sector contracts
  • requirements on provision and management of information
  • exemptions to right of access including internal working papers
  • personal information, commercial interests, national security and foreign affairs
  • how to obtain access
  • time-limits and procedural requirements
  • charges for copies and the right to complain.
